Planned and ongoing procurements

EPSO-G seeks to ensure that public procurement of goods and services is conducted transparently, promotes competition among participants and is efficient. To this end, market consultations are held, and good practices of other contracting authorities and supervisory institutions are reviewed and applied.

Conflict of interest declaration: EPSO-G procurement organisers and members of public procurement commissions have submitted declarations of private interests to the Chief Official Ethics Commission. These are published HERE .

To ensure greater economic benefits, lower operating costs and the management of potential conflicts of interest, EPSO-G Group companies follow the recommendations on joint procurement by conducting certain procurements jointly and sharing knowledge and accumulated best practices.

The recommendations set out:

  • the objectives and principles of coordinated procurement;

  • the procurement coordination process;

  • the key stages of planning and organising coordinated procurement.

5-Year Plan for Significant Procurement

The EPSO-G Group has prepared and published its 5-Year Plan for Significant Procurement for the first time, aiming to ensure greater transparency in its operations, consistent planning and more effective cooperation with the market.

The long-term procurement plan provides an opportunity to identify planned procurements in advance, better prepare for their implementation and reduce the need for unplanned procurements. At the same time, it enables suppliers to assess upcoming opportunities in advance and prepare to participate in a competitive environment.

Through the implementation of this plan, the Group aims to:

  • strengthen internal procurement preparedness;

  • increase procurement efficiency and quality;

  • explore opportunities for regional cooperation;

  • manage administrative costs more efficiently;

  • ensure transparency and consistently manage conflict-of-interest risks.

The published procurement plan is continuously updated to reflect the Group’s operational needs and strategic priorities.

Procurement policy

In conducting public procurements, ‘EPSO-G’ adheres to the principles of transparency, equality, non-discrimination, mutual recognition, and proportionality. This is regulated by the ‘EPSO-G’ procurement policy.

Partners' code of ethics

‘EPSO-G’ group companies are responsible for the smooth implementation of strategically significant energy projects for the Lithuanian state, following the highest standards of environmental protection, business ethics, transparency, and employee health and safety. In pursuit of greater progress in sustainability, the ‘EPSO-G’ group encourages all its partners not only to comply with the law but also to adhere to the principles set out in the ‘EPSO-G’ group Partners’ code of ethics, which will serve as the basis for constructive cooperation.

Sustainability in procurement

The sustainability objective of the EPSO-G Group is to drive the transformation of the energy sector while ensuring a sustainable balance between environmental, social and economic objectives, thereby contributing to the development of a climate-neutral economy. The Group’s companies are responsible for the smooth implementation of strategic energy, defence and other projects of national importance to Lithuania, in accordance with the highest standards of environmental protection, business ethics, transparency, and occupational health and safety. Therefore, Partners play a particularly important role in achieving EPSO-G’s sustainability objectives.

The EPSO-G Group is committed to ensuring the implementation of sustainability principles across all its activities. We aim to foster an organisational culture based on shared responsibility for occupational health and safety, the protection of human rights, transparency and business ethics, care for employees and local communities, environmental protection, and the sustainable use of natural resources across all parts of the value chain. The EPSO-G Group also seeks to apply these principles in its cooperation with Partners. We expect Partners to adhere not only to the Partners’ Code of Ethics and the principles set out therein, but also to the Sustainable Supply Chain Programme, which will serve as a foundation for constructive cooperation, greater progress in sustainability, and a shared commitment.

Information about decisions to conduct procurements through CPO

Pursuant to Article 82(2) of the Law on Public Procurement of the Republic of Lithuania (hereinafter referred to as the “PPL”) / Article 90(2) of the Law on Procurement by Contracting Entities Operating in the Water Management, Energy, Transport or Postal Services Sectors of the Republic of Lithuania (hereinafter referred to as the “PĮ”), it is noted that the Procurement Object is not procured from and/or through the Central Purchasing Organisation (CPO), as the services/goods/works offered by the CPO do not meet the Buyer’s needs, and the Buyer can procure the Procurement Object more efficiently, while making rational use of the funds allocated for this purpose, by another method established under the PPL/PĮ.

Information on decisions to be published regarding the decision not to conduct procurements using CPO services can be found here:

Procurement commission

Procurements are carried out by procurement organisers appointed by the Head of EPSO-G (for low-value procurements) and by the Public Procurement Commission (for simplified and international procurements), which consists of:

  • Group Procurement Manager – Giedrė Šiaulienė
  • Acting Group Head of Compliance Management – Lina Matukaitė
  • Procurement Manager – Tomas Jakubauskas
